Detection of conflicts of interest (elected officials)

The head of the Assembly department had to verify, for each deliberation, that the elected officials involved were not in a conflict of interest situation regarding their functions, mandates, or declared activities. With the increasing volume of acts and the diversity of elected official profiles, this mission required heightened vigilance to ensure the compliance of public decisions and to preserve the image of the local authority.

The lack of a dedicated tool placed a heavy burden on the department and left room for oversights or errors, despite the teams’ best efforts.

With DINA, the prevention of conflicts of interest becomes fluid and secure:

  • Automatic analysis of administrative processes (deliberations, orders, decisions, etc.)
  • Intelligent cross-referencing with elected officials’ declarations of interest
  • Detection of sensitive situations and generation of targeted alerts
  • Confidential notification to the elected official concerned or the referring department
  • Logging of alerts for reliable and traceable monitoring
  • Global dashboard to manage compliance and react quickly

Observed results:

  • Time savings in council preparation
  • Enhanced anticipation of high-risk situations
  • Valorization of the Assembly department’s role, refocused on supporting elected officials and governance
  • Greater transparency in decision-making
  • Strengthening of citizen and elected official trust in deliberative processes
  • Legal certainty and time savings for elected officials: they are notified in advance of any potential conflicts of interest, which prevents them from becoming involved in a matter on which they will ultimately be unable to participate or vote

DINA leverages advanced Natural Language Processing (NLP) capabilities to analyze the content of administrative processes (deliberations, decisions, orders) and dynamically cross-reference them with a structured database of elected officials’ declarations of interest. Matches are detected according to configurable business rules or learning models, allowing for real-time signaling of high-risk situations. Generated alerts are logged, accessible via API, or integrated into assembly management tools, with secure notification options for the relevant departments or elected officials.
